MEMBERSHIP INFORMATION - SPRING 2016

Hi everyone, Happy Spring! I attended the PSE training course in Lancaster back on March 31st. It was very interesting. I learned many things that have been confusing to most of us as to what parts of our contract apply to PSE’s and what parts do not. It was a very informative course and I am glad I was able to attend. One of the other participants in our class asked, now that Obamacare has people being fined for not having health insurance every year, if the Postal Service was going to offer any kind of insurance coverage to the PSE’s that are in their first term. Currently, PSE’s have to wait until the end of their first term before being able to apply for the APWU Consumer driven health plan. This was looked into by our class instructors and I am happy to announce that as of May 16th, 2016 PSE’s are now eligible to enroll in the USPS health benefits. Any PSE who has been employed less than one year has from May 16th, 2016 thru June 30th, 2016 to enroll in the health benefit program. It will be effective July 9th, 2016. I have mailed out letters to all the PSE members we have on file who are still in their first term. If you did not receive a letter from me, please let me know so that you can take advantage of this opportunity. After the first one year term, PSE’s will then be able to switch to the APWU Health Plan, which the USPS pays out 75 percent of the coverage. The PSE contribution is as follows for the USPS health benefits:

  • Self Only: $35 per pay period
  • Self Plus One: $195 per pay period
  • Self and Family: $355 per pay period

PSE BIDDING

Any PSE who is bidding on career positions that become available must submit the preference worksheet by noon on the closing date. You can either mail the form in to the address provided or fax it in. All positions are awarded based on "installation seniority" and the employee’s APO must be within 50 miles of the open position. If the installation does not have a PSE, then the job will be awarded to the next PSE who preferenced the job by their seniority, which goes by the PSE’s start date. ONLY preference the offices that you are willing to work in or travel to. You have until the day before the closing date to withdraw your bid. Once you are converted to a career position, you are locked in that job for one year before you are able to apply for reassignment through eReassign. Once the posting closes and the results are mailed out, employees cannot decline a position that has been awarded. If the job includes retail window duties, the PSE must complete and pass window training prior to being converted into the position.
